WHY ARE WE HERE

Our Purpose

The Solly4President initiative exists for two purposes: to resuscitate SAFA’s governance and responsiveness to the needs of the South African football society, and to present a solution to the running of South African football through capable and visionary leadership

 

This initiative exists like a rose growing in concrete as it responds to known issues that are shunned by those who are empowered to correct them.

 

Through this website and other interactive platforms, we will outline the Solly4President campaign as a programme that will deliver the desired change and ultimately give South Africa a chance to excel in football from grass roots to professional level, right through to leading the continent on football-related matters.

The Background

The South African Football Association, also known as SAFA, is the national administrative and governing organization that controls the sport of football in the Republic of South Africa and is a member of the Confederation of African Football. SAFA was established in 1991.

 

Over the years, SAFA has performed badly administratively and operationally. It lets itself down in governance and continues to do so without correction. The National Executive Committee of SAFA turns a blind eye to the machinations that are taking place within the organization, and, by so doing, condones the perpetuation of such bad practices unabated.

Some of the symptoms of the above-mentioned issues are:

 

 

Failure to hold the 2019/2020 Congress;

  1.  
  2. * Mr Thamsanqa Gay Mokoena and Mr. William Mooka were expelled through a disciplinary process chaired by a Presiding Officer who was not approved by Congress;
  3.  
  4. * Books of 2019/2020 and 2020/2021 being audited by the auditors who were NOT appointed by the Congress;
  5.  
  6. * Failure to pay Referees for ABC Motsepe and Sasol matches in 2020 when there was provision to do so;
  7.  
  8. * MySAFA fees paid by LFAs and regions for players, Coaches, referees, and technical staff of clubs and teams are not reflected in the SAFA’s Annual Financial Statements, nor any contractual transactions between SAFA and Inqaku (who are operating the MySAFA System);
  9.  
  10. * Proceeding to hold the Congress for 2020/2021 whilst Congress for 2019/2020 was not held, and not even reporting on the latter ;
  11.  
  12. * Payment of Honoria (wholly or partially) during the 2021 financial year which is NOT approved by Congress;

 

The above are just a few of a plethora of issues that are borne of a lack of proper governance at SAFA. Therefore, the questions from a man in the street after seeing all these issues are:

  2. Are we going to let this same leadership, in part or whole, which has demonstrated a lack of regard for governance and proper administration in our association, continue to lead this prestigious organization?
  3.  
  4. If the answer to the above is “no,”  having seen the “yes” mentality in the broader leadership in football despite such blatant violations, do we have an option?

 

Given the above question, the Solly4President Initiative says no and yes, respectively, and the campaign itself is an act of putting our money where our mouth is.

WHERE TO FROM HERE

Desired Outcomes

In running the Solly4President campaign, the aim is to do the following primary things:

  1.  
  2. * To demonstrate to the football loving populace and leaders that the Constitution is supreme. No one, and even no organization, is above the constitution.
  3.  
  4. * To bring hope to the football-loving nation that, based on Constitutional Supremacy, good Leadership and accelerated recovery drive, football will thrive from grass roots to professional level, right into continental glory;
  5.  
  6. * To bring to account the current leadership of SAFA in some form or another for the governance violations that it has committed since 2015; and
  7.  
  8. * To install skilled, capable, and visionary leadership as SAFA to make all the above happen and bring back the glory days.

The Approach

Self-Correcting Opportunity

The cult of personality within SAFA has unfortunately removed objectivity amongst many SAFA Members nationally to such an extent that wrongdoing gets explicitly and implicitly condoned and promoted. The same cult also sends fright signals to those who do not want to condone wrongdoing and mediocrity, in that speaking out makes them targets of victimization and innuendos.

 

With the emergence of a fearless leader, it becomes important that these problems be brought to the fore for all to see and to begin to speak out. However, in doing so, it is important that this campaign does not become a hub for misinformation and miscommunication. Facts are critical, and only factual information will be brought to the fore through this campaign.

 

Correctly so, and in fear of concluding on matters that have not been investigated nor admitted to, SAFA Tshwane sent a list of critical questions to SAFA so that the responses thereto could shape the thinking in correcting the wrongs that could have been identified. 

 

The SAFA Leadership unfortunately decided to play rough and unconstitutionally by removing the SAFA Tshwane president from the Congress held on March 26, 2022, to which these questions needed to be answered. A pathetic excuse of ‘disrespect’ was used to justify this inexcusable act. This talks to the signals of fright mentioned here-above to silence desenting views and suppress accountability. The worst happened to Gay Mokoena and Willy Mooka, just to mention a few. Most of the remaining stakeholders sustain themselves through either silence or praise singing.

 

During this Congress of March 2022, the SAFA Leadership failed to seize the opportunity to answer the clarity seeking questions from SAFA Tshwane, admit the existence of a governance problem, determine a way forward, or demonstrate how these issues are not omissions as purported in this document. Because the leadership failed dismally to account, there is no need for this leadership to continue, as they do not deserve to lead.

 

The self-correcting opportunity has been missed.

 

 

Membership Unity and Cohesion

Based on the information and the principles mentioned above, this campaign will embolden those members who have been afraid to speak out and provide them with a platform to do so without fear or favor.

 

Again, this leg of the programme will not rely on misinformation, miscommunication, or explicit / destructive criticism. Instead, it will rely on factual information and the raw events (not the interpretation thereof) that have taken place to the detriment of constitutional supremacy.

 

This leg of the programme requires extensive engagement with the SAFA members. These will take place either virtually or physically, the latter being the preference.  Several members have already been visited, and the meeting of minds has been seamless with those.

 

Through this leg, there will be no preoccupation about numbers, personalities, or elections, just a meeting of minds on the level of principles. All the members of SAFA will be contacted, and requests for engagements will be made. Engagements will take place in the format preferred by the members.

 

Among the things to be discussed and where a meeting of minds is required are:

  1.  
  2. * Expand on the ‘Self-Correcting Opportunity’ mentioned here-above to the Members ;
  3. * Expand on the need to promote ‘Constitutional Supremacy’ to the Members and clarify this from the ‘Personality of Cult’ that is currently being observed; and
  4. * Agree on the declaration of motion that seeks to rectify the current SAFA omissions.

 

Electoral Campaign

SAFA has announced the Elective Congress will be before the end of August, but has yet to announce the date. However, with the fears of SAFA announcing this with short notice allowable by the Constitution, there might not be sufficient time to introduce a new candidate and still secure sufficient votes to succeed. So, it becomes necessary to start early with the electoral campaign; however, do this fairly and responsibly.

 

Mr. Ngoako Solly Mohlabeng has been identified as the fitting candidate for the leadership of SAFA nationally, and as such, it is important for him not to be preoccupied with the campaign itself but with the intactness of his football vision, the representation of the five pillars of change, and the management of relationships at the qualitative level.

 

The Electoral Campaign will incorporate the relevant political strategies and focus on securing the votes of the Members towards progressive change.

 

Mr. Soso Mashiloane has been appointed as the campaign manager for Mr. Mohlabeng, and as such, he will run the mechanics involved in the campaign.
